Cascade Locks State, Cascade Locks, OR (CZK)
Correctly identified first by Venkatesh Gopalakrishnan

A short little strip (just 1800 feet) sitting on the south bank of the Columbia River, about 25 NM upriver from Portland. There's a weather reporting station there, apparently staffed by a real human who - sometimes - calls in the conditions (but not all the time). It's listed by the State of Oregon as a state "emergency" airport, but anyone can land there.

But not by much.
It's south of the Columbia River.
