Owyhee Reservoir State Airport (28U), Eastern Oregon
Correctly identified first by Greg and Martin

It's Owyhee Reservoir State Airport (28U), located in far eastern Oregon (Washington folks, dust off your Klamath Falls sectional and look for the Saddle A MOA along the right hand edge of the map.)

This is taken from the Oregon state Department of Aviation web site:

Owyhee Reservoir State Airport is our one true "back country airport". Located 45 miles south of Ontario and 16 miles west of the Idaho state line, it is unique in our system of airports. It serves no community, and has little emergency value, but it offers great recreational opportunities if you have the right type of aircraft and pilot skills.

There is no ground access to the airport, and it is about an hour and a half by boat from Lake Owyhee State Park on the north end of the reservoir. The airport is also known as "Pelican Point" for the peninsula on which it lies. It can be a very lonely place most of the time, but on a busy holiday weekend 10 or more aircraft may be there.

For more info on this remote strip, contact the Oregon State Dept. of Aviation.
